President Wayne Pacelle of the Humane Society of the United States is a strong supporter. He says the Farm Bill amendment combined with enforcement of Arizona's 1998 ban on cockfighting would "eradicate illegal animal fighting once and for all in Arizona.”
Owners of fighting animals will typically abandon their dogs or roosters at the first sign of a raid, claiming they are spectators to avoid federal prosecution. Another Farm Bill amendment is strongly opposed by animal rights groups. It would effectively nullify Arizona's ban on veal and pig gestation crates.
